{"id":4945,"date":"2025-07-15T09:29:11","date_gmt":"2025-07-15T07:29:11","guid":{"rendered":"https:\/\/iamcarbonzero.com\/spain-refines-its-roadmap-towards-sustainable-transport-with-the-transposition-of-red-iii\/"},"modified":"2026-07-30T16:16:00","modified_gmt":"2026-07-30T14:16:00","slug":"spain-refines-its-roadmap-towards-sustainable-transport-with-the-transposition-of-red-iii","status":"publish","type":"post","link":"https:\/\/iamcarbonzero.com\/en\/spain-refines-its-roadmap-towards-sustainable-transport-with-the-transposition-of-red-iii\/","title":{"rendered":"Spain refines its roadmap towards sustainable transport with the transposition of RED III"},"content":{"rendered":"\t\t<div data-elementor-type=\"wp-post\" data-elementor-id=\"4945\" class=\"elementor elementor-4945 elementor-3633\" data-elementor-post-type=\"post\">\n\t\t\t\t<div class=\"elementor-element elementor-element-305e257 e-flex e-con-boxed e-con e-parent\" data-id=\"305e257\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-ef2c3cb elementor-widget elementor-widget-heading\" data-id=\"ef2c3cb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\"><span><b>Spain refines its roadmap towards sustainable transport with the transposition of RED III<\/b><\/span><\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-9c84840 e-flex e-con-boxed e-con e-parent\" data-id=\"9c84840\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-cf57686 elementor-widget elementor-widget-text-editor\" data-id=\"cf57686\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"text-align: left;\">The <a class=\"cWZyzrGsTDzyVImkoTAmsQWSxoiLMowIPnLKJKLc \" tabindex=\"0\" href=\"https:\/\/www.linkedin.com\/company\/gasnam\/\" target=\"_self\" data-test-app-aware-link=\"\" rel=\"noopener\">Gasnam-Neutral Transport<\/a> Working Group is actively participating in the allegations to the draft Royal Decree for the partial transposition of the RED III Directive, which is key to the development of the biofuels, bioliquids, and biomass fuels market in the Spanish transport sector.<\/p>\n<p>Our Managing Director, <a class=\"cWZyzrGsTDzyVImkoTAmsQWSxoiLMowIPnLKJKLc \" tabindex=\"0\" href=\"https:\/\/www.linkedin.com\/in\/ACoAAFLRzXcBq9-K3ySlH071FwF03rz0PV633jU\" target=\"_self\" data-test-app-aware-link=\"\" rel=\"noopener\">Jos\u00e9 Marcos Gonz\u00e1lez Conejero<\/a>, a member of this Regulatory Working Group, shares his reflections on the meeting held on July 4.<\/p>\n<p>During the session, the incorporation of entirely new aspects (ex novo) into the national legal system was analyzed in depth, such as:<\/p>\n<ul>\n<li>The definition and scope of sustainability certification for low-carbon fuels.<\/li>\n<li>The setting of specific targets for advanced biofuels, including their use in all modes of transport.<\/li>\n<li>The creation of modal GHG emission reduction targets, which will be applied differently to the aviation (in line with the ReFuelEU Aviation Regulation), maritime (focused on short-sea shipping), rail, and road sectors.<\/li>\n<\/ul>\n<p>As explained by <a class=\"cWZyzrGsTDzyVImkoTAmsQWSxoiLMowIPnLKJKLc \" tabindex=\"0\" href=\"https:\/\/www.linkedin.com\/in\/ACoAAFLRzXcBq9-K3ySlH071FwF03rz0PV633jU\" target=\"_self\" data-test-app-aware-link=\"\" rel=\"noopener\">Jos\u00e9 Marcos Gonz\u00e1lez Conejero<\/a><span style=\"background-color: transparent;\">:<\/span><\/p>\n<p><em>\u201cThe most notable development is the creation of new specific obligations in rail transport when fossil fuels are used, as well as the definition of minimum penetration quotas for renewable and low-carbon fuels that reduce emissions in all modes, except aviation, which is governed by European regulation. Spain chooses to establish emission reduction targets instead of pure volume, thus reinforcing its climate commitment.\u201d<\/em><br\/>Furthermore, the concept of \u201cobligated party\u201d is redefined, no longer limited to petroleum products but also including the natural gas sector, expanding the scope of the obligations:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>Quotas of 15.4% are established in the road transport sector.<\/li>\n<li>Differentiated, lower quotas are applied for the remaining modes of transport.<\/li>\n<li>Ambitious sub-targets are set for advanced fuels, especially those obtained from waste, placing Spain above the minimum required by European regulations.<\/li>\n<\/ul>\n<p>This more ambitious national approach seeks to strengthen the development and effective penetration of biofuels, bioliquids, and low-carbon fuels in the Spanish market.<\/p>\n<p>In this context, the Gasnam-Neutral Transport Working Group will establish a consensus position for the association, which will be submitted to the Ministry for the Ecological Transition before the close of the public allegations period, scheduled for late July.<br\/>\ud83d\udcc4 Consult the draft
