From target to deployment: the real challenge of biomethane in Spain

The Green Gas Mobility Summit 2026, organized by Gasnam, has left a clear conclusion for those of us closely following the evolution of the renewable gas market: the challenge of biomethane in Spain is no longer generating demand. The challenge is developing supply at the pace required by new regulatory targets.

For years, the debate focused on whether a market capable of absorbing biomethane production would exist. Today the situation has changed. The transposition of RED III, new transport decarbonization obligations, and regulatory signals beginning to roll out across different European countries are creating growing demand for renewable fuels.

A key role in transport decarbonization

The new Observatory for Transport Decarbonization presented by PwC during the Summit concludes that the energy transition will necessarily be multi-technological. Electrification, renewable hydrogen, sustainable aviation fuels (SAF), synthetic fuels, and renewable gases must develop in a complementary manner to achieve European climate targets.

However, the analysis identifies renewable gas as one of the main compliance levers during this decade, especially in those segments where electrification presents greater operational or economic difficulties.

The Observatory itself notes that LNG and BioLNG emerge as key solutions due to their technological maturity and the commitment already made by sectors such as maritime and heavy transport.

The challenge now has industrial scale


Perhaps one of the most relevant data points from the study is the magnitude of infrastructure needed to achieve the projected targets. According to the compliance scenario analyzed: Spain would need approximately 176 biomethane plants by 2030 (x7 in 4 years). The figure would increase to 278 plants by 2040. These figures allow us to dimension the real challenge facing the sector. The energy transition will not depend solely on the approval of regulatory targets. It will require transforming hundreds of projects into operational facilities capable of supplying renewable energy to the market.

The question is no longer whether there will be buyers. The question is whether we will be capable of producing enough biomethane in time.

The Observatory estimates that Spain will need 176 biomethane plants by 2030 and 278 by 2040 to contribute to meeting transport decarbonization targets. The question is no longer whether demand for biomethane will exist. The question is whether we will be capable of developing and putting these infrastructures into operation at the necessary pace.

Spain starts from a privileged position

The Observatory’s conclusions recognize that Spain has highly relevant competitive advantages to lead biomethane development in Europe:

  • Extensive availability of agricultural and livestock resources and organic waste.
  • Production potential among the highest in the European Union.
  • Gas infrastructure already deployed.
  • Industrial and technological capacity.
  • Competitive costs compared to other European markets.

Spain has the necessary resources to become one of Europe’s main biomethane producers while simultaneously solving a large part of the waste management problem and gaining energy and fertilizer independence from abroad.

The bottleneck is no longer technological


One of the most interesting messages from the Observatory, as we have been commenting on this blog for months, is that in the case of some technologies such as renewable hydrogen or synthetic fuels, the challenge is concentrated in the deployment of new production, supply, and consumption infrastructure. In the case of biomethane, the situation is different:

  • The technology is mature.
  • Resources are available.
  • Demand is beginning to consolidate.
  • Investment exists.

Therefore, the critical factor becomes the speed of project development. It is no coincidence that the Observatory itself identifies as priority enabling measures the existence of a stable, predictable, and coordinated regulatory framework that allows reducing uncertainty and streamlining permits and procedures.

Converting ambition into real deployment

The main conclusion of the Green Gas Mobility Summit 2026 is that Europe is already building the renewable gas market, especially for biomethane:

  • Demand will arrive and biomethane already exists
  • Regulatory targets are already defined.
  • Consumers are beginning to prepare.

Now it is necessary to align the speed of administrative procedures with the speed of the energy transition.

Because if demand advances faster than the capacity to develop new domestic production, Spain runs the risk of depending on biomethane produced in other markets to meet targets it could achieve by leveraging its own resources.

Biomethane represents an energy opportunity. But also an industrial, agricultural, and territorial opportunity.

The next phase no longer consists of defining targets. It consists of making their deployment possible.
